Constructed Response  vs Summary

Read Nixon's speech. Make notes, connotations and underline important facts / events / ideas. Then, on a separate piece of paper, or a NEO, explain the following in a contructed response format - minimum 6 sentences.

Why is Nixon now changing his mind about pulling troops out? What does he say could happen if we do that (who would be endangered)?  Explain the steps of his plan to expunge communism from Cambodia and South Vietnam.
